River Point District Development Update – Spring 2025

River Point’s first development The Driftless by MSP Real Estate is now filled with residents and families and school buses can be seen turning out of our newest neighborhood in La Crosse!  On May 8, we gathered to celebrate the grand opening.
What’s next?
The public’s vision for River Point District as an urban housing development is evolving with several expected developments starting in 2025, including:
  • Roush’s Lots 11 and 12
  • Red Earth’s Townhouse Condominiums on lots 3 and 4
  • RyKey’s The Lofts at River Point 
  • 360 Real Estate’s 3-acre mixed use development on Copeland
  • Confirmation of F Street’s Plans is also underway
The project represents over $300 million in private construction investment and will yield 1,200 housing units, which will help the City meet its housing deficit and future needs.
The entire development is under option agreements with various developers with one remaining parcel of 39,000 square feet (outlot 1) still available. The War Eagle project is well underway and will provide a beautiful river front development adjacent to the planned riverfront parkway through the development. The City of La Crosse – Parks, Recreation, and Forestry Department is currently studying the feasibility of marina facilities.

We have closed on Lot 10 with War Eagle LLC, a local development company with a great vision.
We are pleased to welcome the new River Point District landowner; the War Eagle team, a valued partner with the City Redevelopment Authority, who has commenced work on what will be a beautiful addition to downtown La Crosse. This development includes 51 units of new waterfront housing, 12,000 square feet of retail space and an aesthetically beautiful building designed by Knothe and Bruce Architects offering rooftop and patio amenities adjacent to the City’s planned parkway system and marina project. Congratulations to the Redevelopment Authority, city leaders and the War Eagle Team!

INCOME LIMITS

The City of La Crosse and the Redevelopment Authority will hold a special celebration at The Driftless, an apartment and townhome complex now under construction at the much-anticipated River Point District in downtown La Crosse. With plans for occupancy in December, The Driftless will include 100 units of senior housing and 20 workforce housing townhomes. This complex is the first in River Point and managed by MSP Real Estate.

“The City of La Crosse and the Redevelopment Authority spent over 30 years acquiring and remediating the three primary former industrial properties in this area,” said Project Manager Jason Gilman.  “The resulting acquisitions set the stage for a multi-year publicly-led planning effort and a master plan which proposes urban residential and mixed-use redevelopment. We are excited to offer great environmental, social, cultural, and economic benefits to the region with this development. MSP was one the initial private partners in the investment and has been an important leader in navigating the property transfer and development of the property.”

The site for River Point District was raised above the 100-year flood plain elevation in cooperation with the Wisconsin Department of Natural Resources Brownfield Remediation programs, said Gilman.

River Point District, La Crosse’s largest current urban redevelopment effort, continues to offer a remarkable story of public private partnerships to implement a compelling community vision while addressing today’s municipal opportunities and challenges.  2023 saw the development of infrastructure including the first three blocks of River Bend Drive, utilities, tree cells and curb and gutter installed, setting the stage for the groundbreaking of the City’s partner; MSP’s Driftless Apartments project, which will offer striking architecture with 68 1-bedroom units, 32 2-Bedroom Units and 20 3-bedroom townhouse units for a total of 120 new housing units.  Several developers are anticipating construction starts in the spring of 2024 including F Street and War Eagle on parcels 2 and 1 respectively.  The total anticipated housing units currently planned under current option agreements throughout the development exceeds 900, with an anticipated construction value of nearly $300M.  The City’s Economic and Community Development Commission has also been a great partner, executing several Tax Incremental Financing agreements with developers.  Additionally, the City’s Parks Department is looking at park planning in 2025 to address the linear parkway features along the Black River and southern borders of the site after holding public engagement sessions throughout 2023.  Currently, all but three parcels are under option agreements between the RDA and various developers, representing nearly 80% of River Point District.  Two of these three parcels still available represent exciting waterfront sites designated for civic, entertainment, commercial and potential mixed use concepts.  For information, please contact Jason Gilman, AICP, JBG Planning LLC at jbgplanning@outlook.com.
